Norwalk Economic Opportunity Now, Inc. (NEON a private
non-profit organization, is the community action agency serving the greater Norwalk Area including
New Canaan, Westport, Weston, Wilton and Darien.  
NEON Child Development
Our Early Childhood Division offers educational opportunities and
support-services for economically disadvantaged and/or disabled
children and their families.  The division features a number of path-
finding innovations such as Head Start, Child Care, Families in
Training and the School Readiness Program.





















• Regular health screening including dental, hearing & vision by
participating practitioners and treatment, if appropriate,
• Nutritionally balanced meals and snacks,
• Parental participation on decision-making committees,
• Volunteer opportunities in the program
• Individual support to parents in securing essential social services
and collaborations with other community agencies,
• Suitable placements for children with disabilities.

Eligibility is based on the family’s income, the child’s age and
disability. Children must be between three and four years old by
December 31st.

Family income cannot exceed 150% of federal poverty guidelines.
Income eligibility varies according to family size and are available from
the Head Start Bureau. Ten percent of families may be over-income
and at least 10% of enrollment is available to children with special
needs

Service Hours and Locations

The Head Start centers operate for 39 weeks, Monday through Friday.
The centers operate September – May or September – June. Hours of
operation may vary Head Start’s main administrative office is open year-
round, Monday through Friday, from 8:00 a.m. – 4:00 p.m.

Reaching Children and Their Families

The NEON Child Development Programs provides critical
developmental, education and health services to disadvantaged
children from birth to five, and their families to improve their long-term
school and employment prospects.  The Programs include a strong
social services and parent involvement focus. Parents are trained to
work and interact effectively with their children, their families and within
their community.  The overall goal of Head Start/Early Head Start is to
improve the school readiness of children and to move low-income
families closer to self-sufficiency.  The Head Start Program employs
qualified parents and residents from the communities served. For
