The Greater Norwalk Area community Action Agency!
Information is a powerful tool for change, and it is our intent for this
website to assist you in your efforts. We stand committed to insuring that
those who choose to utilize the numerous resources and take advantage of
these invaluable opportunities will be equipped with the necessary tools to
meet the many challenges that lie ahead.
At NEON, Inc. we are committed to ending poverty in the greater Norwalk area through education, training, and
community services. Our life-saving work is helping people and changing lives. We’ve recently developed a new strategic
plan that focuses on:
• Aligning our agency with strategic goals
• Maximizing community resources so all children graduate high school prepared for a successful career path
• Creating opportunities that inspire, encourage and support self-sufficiency, family stability, and asset building
• Mobilizing and organizing the community to advocate for city, state, and federal policies that alleviate poverty
• Inspiring and equipping leaders throughout the community to end poverty
In addition to the creation of a strategic plan, we’ve also updated our facilities and are in the midst of changing the way we
do business in order to be more efficient and helpful to those that come through our doors. We've had much success this
year, thanks to support from caring people like you. Please, join us for our anniversary gala this October. Together, we
can strengthen our community and empower people to succeed.
NEON (Norwalk Economic Opportunity Now, Inc.) is the agency officially designated by the Federal Government and the
State of Connecticut to administer services to income-eligible individuals and families. In fact, NEON has blazed trails for
almost 43 years. Yet, as different as the world is today, our core focus has never wavered: NEON exists “To provide
economically disadvantaged residents of the greater Norwalk area with the range of community, social, economic
development and emergency assistance services needed to enhance quality of life, increase self-sufficiency and reduce
the incidence of poverty.”
I am proud and honored to serve as the President and Chief Executive Officer of the only comprehensive service provider
in the city of Norwalk, and I want to extend a heartfelt appreciation to our board of directors, employees, funding sources,
community supporters, and stakeholders who are dedicated to NEON remaining a beacon of light in the community.
We are working tirelessly to improve ourselves to meet the needs of our dynamic community. That is why we strive to offer
such an array of high-quality services which include, but are not limited to the following: After School Programs, ,
Comprehensive Case Management, Alternative Incarceration Center, Energy & Heating Assistance, Head Start, Single
Room Occupancy Residential Facility, Eviction Prevention Assistance, Senior Services, three Halfway Houses, Workforce
Development Programs, G.E.D. Classes, English as a Second Language Classes, Computer Classes, Youth Services
and so much more.
As a Community Action Agency, we are 100% committed to providing high-quality services in the Norwalk area to assist
the community in transitioning out of poverty. We will continually strive to:

2. Provide Quality Social Services
3. Implement Proven Management Practices
4. Improve Public support and Confidence in Social Services
5. Create Opportunities for Partnerships
Sowing seeds of success in our community is our driving force for we fervently believe that the future viability of our state
depends on the way in which NEON cares for people: pregnant moms, newborns, infants, toddlers, preschoolers, high
school students, adults, and seniors. My employees and I are public servants, and we want to encourage and empower
